Environmental Impact Report

Washington Hospital Healthcare System has adopted the 2010 to 2030 Site Master Plan (the "Master Plan" or “Project”) which will guide the development of our main medical campus to the year 2030 in order to help ensure safe, reliable, quality hospital facilities that will meet the health care needs of our community for the future. The Draft Environmental Impact Report (EIR) for the Project was released to the public on April 15, 2010 and can be viewed or downloaded by clicking on the links on this page. The EIR is a public information document for use by governmental agencies and the public to identify and evaluate potential environmental cosequences of a proposed project, to recommend mitigation measures to lessen or eliminate adverse impacts, and to examine feasible alternatives to the project. The information contained in the EIR is reviewed and considered by the governing agency prior to the ultimate decision to approve, disapprove, or modify the proposed project.

The Master Plan will be implemented in a phased approach. A deliberate approach was established to ensure that we do not have to take services down during the construction. The first critical piece of the Master Plan will be the Emergency Department/Critical Care Project. To begin this phase of the Master Plan, the new Center for Joint Replacement (CJR) must be built in order to allow future construction on the current CJR site. The subsequent phases of the Master Plan will include the replacement of the remaining medical facilities with an estimated full build out of the Project in 2024. Construction is underway on the Central Utility Plant, which will support current operations and future operations under the Master Plan.

The public was asked to comment on the EIR during the 45-day period that began on April 15, 2010 and closed on June 1, 2010. A public hearing on the Draft EIR was held at a meeting of the Washington Township Health Care District Board of Directors on May 26, 2010.

The Draft EIR for the Project, together with this Response to Comments Document, constitutes the Final EIR for the Project (which can be viewed or downloaded by clicking on the links on this page). The Final EIR is an informational document prepared by the Lead Agency that must be considered by decision-makers before approving the Project (CEQA Guidelines, §15090). California Environmental Quality Act (CEQA) Guidelines (§15132) specify the following:

"The Final EIR shall consist of:
a. The Draft EIR or a revision of that draft.
b. Comments and recommendations received on the Draft EIR either verbatim or in a summary.
c. A list of persons, organizations, and public agencies commenting on the Draft EIR.
d. The responses of the Lead Agency to significant environmental points raised in the review and consultation process.
e. Any other information added by the Lead Agency."

The Final EIR has been prepared pursuant to CEQA and in conformance with the CEQA Guidelines. This Response to Comments Document incorporates comments from public agencies and the general public, and contains appropriate responses by the Lead Agency to those comments. On September 8, 2010 at 6 p.m., the Board of Directors of the Washington Township Health Care District will consider the certification of the Final EIR, Adoption of CEQA Findings and Approval of the Master Plan.
